What is permanent makeup?

Permanent makeup is a non-surgical procedure in which tiny droplets of custom colors are precisely deposited into the dermal layer of the skin.  It is waterproof, smudge-proof, tear-proof, hassle-free and always fresh!


Meet Samantha Rill

The newest addition to Plastic Surgery & Skin Specialists by BayCare Clinic is Samantha Rill, RN.  She specializes in permanent makeup.  She has been providing this service for over 18 years.


“I had my eyeliner done when I was 22 and about five years later I needed it freshened up, so I searched and couldn’t find people that I felt were credible in the business,” Samantha says.  “So I realized that there obviously was a demand for this.”


“As a registered nurse with experience using needles and a fascination with the cosmetic industry, I realized that permanent makeup was something I could do, and I’ve never looked back.”


The trend

With the popularity of the Kardashian family came a demand for thicker eyebrows and flawless eyeliner, changing the demographic of people getting permanent makeup. 


“A few years ago, my demographic was women somewhere between 45 and 70 years old, and now I see a lot of 18- to 20-year-olds,” Samantha says. 


“The younger generation sees the eyebrow and eyeliner trends and decide they want to have it, so I just keep seeing that age group increase.”


New advancements in permanent makeup

Samantha offers microbladed 3-D permanent eyebrows and permanent eyeliner. 


“The microbladed technique has revolutionized permanent makeup,” Samantha says.  “It creates little hair strokes so it looks real and very natural.”


Microblading came to the United States about five years ago.


Customized for you

Each time Samantha applies permanent makeup to a client, she makes sure it is exactly what they want before implementation.  This includes customized thickness and color. 


Samantha also can cover up scars and offers 3-D microbladed areolas for women who have had mastectomies.
